A Dhimma is a historic contract in Islamic governance granting non-Muslim communities protection, religious freedom, and autonomy. It was used by Muslim rulers to regulate relations with Jews, Christians, and other "People of the Book." Beneficiaries, known as dhimmis, gained security and worship rights in exchange for loyalty and a special tax.
